Secretary Carmel Roques
Maryland Department of Aging
Carmel Roques joined the Moore-Miller Administration in March 2023, bringing over 40 years of senior living experience. As Secretary, she has rebuilt the agency, launched Longevity Ready Maryland—a ten-year aging plan—and advanced initiatives for equitable and affordable aging.
A lifelong champion for older adults, Roques highlights their vital contributions to Maryland’s economic and social fabric. She continues to educate on preparing for longer lives and addressing the opportunities and challenges of an aging population.
Previously, Roques served as CEO of Keswick Multi-Care Center, where she led through the COVID-19 pandemic and established the Wise & Well Center for Healthy Living. Her earlier leadership roles include COO positions at Virginia United Methodist Homes and Episcopal Ministries to the Aging.

Rebecca Youngerman is an independent consultant and coach with nearly 25 years of experience serving leaders and organizations. Since founding RGY Consulting in 2017, she has worked with nonprofits and philanthropies on meeting design, facilitation, leadership coaching, board development and strategic planning.
