The Baltimore-Ashkelon Partnership

For more than two decades, The Associated’s Baltimore-Ashkelon Partnership has fostered deep and lasting connections between our communities through collaborative initiatives that celebrate our shared love for Israel and the Jewish people.

Guided by the Baltimore-Ashkelon Partnership Grant Making committees, funds from the Annual Campaign are thoughtfully allocated to strengthen personal ties to Israel and the global Jewish community and support vulnerable populations worldwide.

This year, 19 impactful programs are being supported through the Annual Campaign.

New Initiatives Strengthening the Baltimore-Ashkelon Connection

This year’s newly funded programs reflect a shared commitment to innovation, inclusion and resilience. From environmental sustainability to mental health and youth empowerment, these initiatives are designed to meet evolving needs while deepening the bond between our two communities.

1. Baltimore-Ashkelon Environmental Sustainability Pilot

Climate action becomes a bridge for connection in this pilot program, which brings together 10–12 residents from Baltimore and Ashkelon to co-create environmental training and resources. Led by Pearlstone and supported by Adamah’s expertise, this initiative is a first step toward long-term collaboration in collective climate action.

2. Connections 20/80

This program combats social isolation among Ashkelon’s elderly by building volunteer-driven, intergenerational support networks. Local volunteers are empowered to strengthen social ties, improve quality of life and foster a more resilient community.

3. Impact Israel 

Strong leadership transforms education. This fellowship trains a cohort of educational leaders in the Village Way methodology—an innovative, data-backed approach that supports at-risk youth. One principal from Ashkelon will join the year-long program, culminating in a transformative visit to Rwanda’s Agahozo-Shalom Youth Village.

4. HaGal Sheli

Surfing becomes a metaphor for life in this program, which teaches self-esteem, perseverance and teamwork to at-risk youth. Two Lighthouse groups will be launched in Ashkelon, serving up to 40 participants with accessible education and mental health support in partnership with local schools and welfare departments.

5. Or Rishon / First Light

Developed by The American Jewish Joint Distribution Committee (JDC) and the Mifrasim Institute, this groundbreaking initiative equips municipal employees with tools to identify and respond to early signs of psychological distress. By building public resilience and improving access to mental health support, Or Rishon addresses both immediate and long-term community needs.
